Winifred S. Hayes, founded Hayes, Inc., in 1989 and serves as its Chief Executive Officer. Her expertise as both a clinician and consultant have distinguished her as one of the leading experts in the fields of evidence-based health technology assessments, utilization review, and clinical guideline development. Prior to Hayes, Inc., Dr. Hayes served as Executive Vice President and Chief Marketing Officer for Quality Health Services, Inc. Dr. Hayes serves as Director at URAC.
She was a founding member and the first President of the National Association of Independent Review Organizations (NAIRO). She also served as an Associate Professor and Program Director for the Occupational Health Nursing Graduate Program at the University of Pennsylvania School of Nursing, and was a faculty member of Emory University and the University of Maryland.
She is affiliated with the Senior Scholars Program in the Department of Health Policy at the Jefferson Medical College. In addition to many scholarships and grants, Dr. Hayes was honored with the Pennsylvania Best 50 Women in Business Award in 2001 and received the Philadelphia Women of Distinction Award in 2000. Dr. Hayes lectures and publishes as an advocate for the role that evidence-based decision-making plays in improving patient outcomes and healthcare resource allocation. She received her Doctor of Philosophy Degree from the Johns Hopkins University School of Hygiene and Public Health (Bloomberg School of Public Health). She is a graduate of the University of Maryland School of Nursing, with Primary Care Nurse Practitioner and Master of Science degrees.
